Toilet paper & toilets

I have walked into bathroom stall more times than I can count to find toilet paper still in the bowl.

It isn't that the toilet didn't flush.  The TP just didn't go down.

Are we trying to save water by using flush with less power?  Is it the toilet paper?  Is it both? The shape of the bowl?  (The TP is always in the front.)

There have been times when an additional flush doesn't make the TP go down.

Seeing this creates a general feeling of uncleanliness, we should really figure out how to fix this issue.

The team to a look at the toilets and all the toilets were flushing with enough force. What was determined to be happening, based on what the team has seen, is that women are depositing the toilet paper on the side of the bowl rather than in the water and are not letting it flush down. Then as the TP dries it sticks to the bowl and becomes harder to flush and remains in the bowl until someone either flushes enough times to get it un stuck, or manually pushes it into the water. If you see something different, please notify the facility manager.
