Use of the J. Jones Memorial Fund

I recently heard that there is money sitting in the J. Jones Memorial fund.  The way it is used has yet to be decided.

What if we use some of it to help preschool parents who are having financial difficulties- a program that would pay for one month's preschool payment?  It would definitely need restrictions/conditions- only a certain number available each month, a limit on how often families can use it (like no more than once every 3 years), requirement that the child remains in preschool for the rest of the school year or the money will have to be paid back.
